Que: Use the terms ‘constituency’ and ‘represent’ to explain who an MLA is and how is the person elected?

Ans:

(i) The entire state is divided into constituencies equal to the number of seats in the State Legislature Assembly.                                                       

(ii) The voters of each constituency cast their votes in favor of the condiates of their choice.  

Que: How did some MLAs become Ministers? Explain.

Ans:

(i) The chief Minister selects some MLAs from the rulling party to head different Ministers.                                                                         

(ii) These MLAs are appointed by the Governers as Ministers and are allocated different departmentsministers.   

Que: Why should decisions taken by the Chief Minister and other ministers be debated in the Legislative Assembly?

Ans:

(i) In demoracy, all the Goverment decision must be Approved by the people.

(ii) The people cannot do this directly, so their representatives in the Legislative Assembly ap[rove or disapprove the dicisons taken by the Cheif Ministers and other ministers after taking part in debate on the issues.

Ans: The difference between the work that MLAs do in the Assembly and the work done by government departments is that every department is headed by a minister who is also an MIA. The minister approves any work done or proposed by the department. The department is responsible for the projections and completion of the work whereas MLAs or ministers coordinate between the Assembly and the departments.
